So, not sure how to read the last panel. Are the dark green states the ones that aren't making the vaccine mandatory?

The reason that I ask is this, Colorado for example, is a "right to work" state, meaning that the employer can fire you form any reason or no reason at all. In other words, if the company wants all of their employees to take the vaccination and you don't want to take it then you'll be shown the door so fast it will make your head spin. It doesn't matter what any proposed state law says, if the company wants you fired then you're gone. The only possible exception might be if you refuse it for religious grounds, but they'd still find a way to give you the boot.

In the NBC video, the map is initially all green, then the 27 states introducing bills to block mandatory vaccine mandates pop up in a lighter color.

I would have thought that the map would have reflected red state/tyranny vs blue state/freedom ideologies, but even some blue states (New York, Oregon, Minnesota, Colorado, Washington) seem to be having reservations about sticking needles into unwilling people.

Vaccines can and do kill people, that's an established fact. That's why Big Pharma has been protected by this law since 1986:

Big Pharma can't be sued for vaccine deaths in the regular court system, claims must be "submitted" to a special vaccine court where Big Pharma rarely has to pay.

That's for approved vaccines, those taking "emergency use" vaccines have even less protection.
