Cortana is chief’s AI, and in this image Chief is in Cryo-sleep, between halo 3-4, while Cortana is in the near console, and people always talking about ChiefxCortana and although she’s always naked, her boobs have much detail then usual

She's an ai, they don't need clothes like us. Don't think boob size matters, although it is very odd that she has them in the first place...

Pretty much any other halo AI wear clothes, Cortana is the only one who is naked
