I'm not 100% certain what that means, but I think it is soccer/futbal (spelling is prob off) related? Usually if it isn't American, it's what we Yanks call Soccer. Or this is some kind of European Political based meme? I'm not sure.

Well, quite simply, the red bird is Liverpool FC and the blue bird is Everton, Liverpool's intra-city rival, and Everton is in the unusual spot of having a better season.
Actually things are pretty cordial between Liverpool and Everton. Their stadiums are just a mile apart so they mix pretty well. Not at all unusual for one to have the other for a next-door neighbor. And they'll support each other's side. When Liverpool won the PL last year Everton fans joined in the celebration in their blue.
