The actual stats:
The vote for Biden jumped by 149,520 and Trump's vote jumped by 31,803 votes. Milwaukee County accounted for nearly all of that jump.
Milwaukee and 38 other communities used a central count location and reported all of their absentee ballots at the same time. This caused the vote spike in both Trump and Biden's vote count.
For additional context / to give you an idea of how deep blue Milwaukee is: Donald Trump only got 18% of the vote in 2016.... Hillary Clinton got 76%.
Polling leading up to the election showed Biden at 81% among absentee voters in Wisconsin.
