Republicans would have either blamed Biden for not doing something about it or doing something about. He picked doing something about it.

Had President Biden not ordered retaliation for a military attack on U.S. targets, then he would have been to blame, and it would have been justified. The "blame" now is nothing but posturing.

Those opposed to President Biden would criticize no matter what he did. Had he chosen inaction (allowing an attack on U.S. targets to go unanswered), then the criticism would be justified as it would have been a failure in his Presidential duties. Since President Biden chose to defend American interests by retaliation, his opponents are left with political posturing.
