I think that we should ban things like plastic bags or packaging for a toy made of plastic that are likely to be used once and then discarded to end up in a landfill. However, I am OK with plastic things like reuseable food containers (Tupperware, etc.) or plastic cooking utensils like strainers and spatulas as these are used many times before they are gotten rid of.

Was it so choked by plastic that its eye-lids became light blue? Or is it just a stuffed animal?

Was it so intoxicated by plastic that it started growing gray hair on several parts of its body? Or is it just a stuffed animal?

Why is the plastic so colorful? It doesn’t look like it’s spend more than 3 minutes in the ocean (let alone in a whale’s mouth)

It needs to be in the water to begin with in order to choke it, and it needs to reach the whale, too.
And it needs to be in the whale’s mouth for quite a while. Do you know how long a whale can hold its breath?
And it needs to stay in the whale’s mouth the whole time it drifts in the ocean and washes up on shore.
By that point, the plastic is not colorful.

Yeah, why would a whale even hold that stuff in it's mouth - a mightly big gulp of plastic, mind you - and none dented, let alone crushed.
They would have had to have been in it's gut, yet they're clean. Even if jammed in it's throat or something ridiculous, they're be some fetid guck coatiing them and wetting the sand.
The balleen looks too bristly, the skin looks sewn together out of plastic - it looks more like a giant pinata than any beached whale image I've ever seen,,,

Who would ban it?

Certain countries already are moving toward that, let them do that if they want. I personally think citizens will eventually stop buying it, once the effects become visible to them. The question is: will that be too late? I don’t know the answer to that one.

I think we should at least pay more to recycle to encourage recycling in local cities and communities. Fund more money for community service and maybe to make littering more punishable (not just paying for littering tickets)

We need an end game for single use plastics. Many countries still dump plastic waste in the ocean with their regular trash. Unlike cardboard or food, plastic won't rot up in the seawater after a few years. There is currently an island of floating plastic almost as big as the state of Texas in the south China sea. The plastics dumped into the ocean come up to the surface and get stuck in one spot, because of currents.
Plastics need to be melted down into crude oil and burt as fuel for electric generators. The world needs more electricity all the time. The only problem with this is that unless the power plants use smoke stacks filters, too much soot will get into the air. Smoke stack filters cost money and many countries refuse to use em...
How do you make sensible progress on plastic pollution when the third world doesn't abide by any international regulations?

I think we need to invest more into biodegradable plastics to take the place of the ones we rely on right now. If we can solve energy issues (I believe the solution is nuclear), we could use carbon-capture tech to make there resources for the new plastics and break down non-biodegradable plastics.
