So ERCOT ASKED FOR PERMISSION. They had to, or the whole grid would have been taken out, that would cause MONTHS of repairs.

Nope. Read the whole thing. They did have to ask permission, but the Federal Government had to give them permission. They filed it days before the storm and then the government got back to them several days after the storm.
They had the capacity to turn the power on right then, but it would violate EPA guidelines.

So, let's say that the feds got back to them on the same day, there still would have been outages. There still would have been a loss of power generating equipment. The network is still intact because they did shut it down. It has nothing to do with WHEN the network was rolling blackouts, it was a matter of mismanagement of resources. This is a local problem, NOT A FEDERAL ONE. The FEDS did not toe Texas' hands behind it's back. Dont you think the Texas Senator would have been all over social media with that?
