They gave us $600 of the $2000 they wanted to give us, so $1400 is the remainder.
If your friend owes you $20, but says I only have $10, so I'll give you that now, and give you the other $10 later, do you pretend he never gave you the first $10 and insist he still owes you $20?

If they were smart they'd give $2000 a month to every American citizen, until the pandemic is officially over. If they were even smarter they'd just open the economy and advise people over 70 and those with comorbidities to wear masks, social distance, or lock themselves inside their homes.
