Actually I looked into that particular case with the Bundies. They had an agreement that went back before the state was accepted into the United States. By law the United States would acquire the contract and must abide by it. Then they put up fences while the Bundies cattle was on the public government property. Eventually they let them go because they knew they were in the wrong. Turns out later we all found out that China had purchased the land from the government and were going to build some kind of solar farm or some nonsense, and the federal government didn't inform them of the contract with the Bundies.
