Sadly - the Democrats in the House have severely limited the scope of their inquiry, yet again - to a thing that the GOP in the Senate is unlikely to suffer enough defections from, to allow for a conviction. While I'm sure that there is adequate evidence to sustain this charge (that the FBI and NSA could produce) I'm not certain that what was presented publicly, so far (by Trump himself - his sons and Apparatchiks are another matter) will be enough to get the job done. I actually agree with you on citizen arrests, except they are exactly the same as law enforcement arrests. The only difference is law enforcement is paid to do it full time.
You can actually arrest a law enforcement officer if you have evidence they committed a crime, but in most cases they'll try to bring charges of interfering with a lawful action or some such nonsense.
It goes back to ancient common law.

I am VERY familiar with the common law - and have actually attempted to arrest a now FORMER LAPD Chief - Charlie Beck...at a Police Commission meeting. That had something to do with why he's now "FORMER". Instead of any Counter-charges - the LAPD surrounded him with armed police officers - who helped him EVADE and RESIST ARREST... by force. That's also known as MISPRISON OF FELONY, and OBSTRUCTION OF JUSTICE, and Conspiracy to commit the same crimes.
