He can. I have even advocated that he should do just that. But, that is before he sent his mob to attack Congress. I would not strenuously object if Pence thought it was the right thing to do. After all, the Vice-President was a specific target of the insurrectionists. If he was OK with a Pardon, I would support his decision. He was closer to the event than I was.
