Yes, but it doesn't apply to the President because he's co-equal. They can subpoena whoever they want as long as it is not from the executive branch. And it was one of the charges against Trump in the first impeachment. One of the reasons the senate threw it out without investigation because the charges were nonsensical and not specific.
