No, GOP wanted to go with $1200 like Trump said, knowing Trump wouldn't sign the bill. Pelosi put everything into the bill knowing Trump wouldn't sign it to make it look like the GOP and Trump are holding up the bill because most people get their news from MSM which says its GOP and Trumps fault.
Look at the actual facts: 900 billion with only 2 billion going to US citizens. Both the House and Senate agreed to this. Trump refused to sign it.
