Firstly, he was accused of neglect of duty for pursuing his carnal activities during the course of carrying out official duties. There was also evidence introduced that showed he had misused tax-payer funded monies to suppress evidence of his affair with Ms. Lewinski and as well as to silence other women with whom he'd had extramarital relationships. The impeachment was thrown out during highly partisan proceedings, and his activities and infidelities formally determined not to be a purposeful betrayal of the American people, but rather a mismanagement of Presidential responsibilities. I could be wrong, but as I recall, Clinton wasn't impeached over the bj, he was impeached for *lying* about getting the bj, ie perjury or something like that.
