They have twisted the request to halt counting certain counts as meaning that he doesn't want the vote counted when the reason for stopping counting is so the ballots can be scrutineered/ observed by Republican vote watchers. Vote watchers have been excluded from observing at any reasonable distance they have even stopped some from trying to do it with binoculars from 30 40 feet away.

The Dems are doing this soft claim of victory because of the 2000 elections and what happened between Bush and Gore and they don't want to be as passive as they were that time.
