No. It's the joke because we've all seen Joe's creepy touching videos and now, there are purported videos of Hunter with young girls and a text message where he talks about being inappropriate around 13 year olds. You can't make this stuff up.
Agreed, you can't. The images of Hunter with kids must be quite disturbing. Supposedly the FBI has had them since last December. If they sat on them when there were children in danger from this guy, they need to be held accountable.
I don't think he said it at all. Of course with memes they're not always meant to be taken literally. JonSpade's comment above seems to nail it, I think.
