Most people see linearly rather than exponentially, and technology moves exponentially overall. Their goal here will mostly happen before 2035, regardless of whether they put legislation in place, simply due to the existence of better technology. Some people will certainly prefer to buy gas cars in the future and I personally think that should be legal to some extent, but the vast majority will end up buying electric if they buy new purely from an economic standpoint. It will simply be more bang for your buck with electric cars. Superior torque, top speed, weather resistance, refill/recharge time, etc. Batteries are mediocre right now, but energy storage will get more efficient every year until the end of time, whereas gas storage efficiency is a constant.
