Most people see linearly rather than exponentially, and technology moves exponentially overall. Their goal here will mostly happen before 2035, regardless of whether they put legislation in place, simply due to the existence of better technology. Some people will certainly prefer to buy gas cars in the future and I personally think that should be legal to some extent, but the vast majority will end up buying electric if they buy new purely from an economic standpoint. It will simply be more bang for your buck with electric cars. Superior torque, top speed, weather resistance, refill/recharge time, etc. Batteries are mediocre right now, but energy storage will get more efficient every year until the end of time, whereas gas storage efficiency is a constant.

Have you done any checking into the cradle to grave pollution impact for electric cars? Also, unless they can somehow start using Star Trek like transporter devices for extraction of lithium, cobalt and other metals used in production of the batteries, there is a serious impact to the environment from strip mining. Hopefully the battery technology will advance exponentially and reduce this impact.

Yea there are definitely impacts from current battery tech manufacturing, and the actual production of an electric car looks to be higher in pollution than a gas car still. For overall lifetime emission though (basically adding in pollution from electricity or burning gas to drive), it looks like current electric cars emit less than gas cars. Tesla has a pretty in-depth report on their impact here: https://www.tesla.com/ns_videos/2019-tesla-impact-report.pdf. It's not a 3rd party or government report, but they're a public company so there's pressure to not be caught lying. Also Elon is kind of fanatical about reducing climate impact so you can generally trust he'll try to push in that direction.
