This is a rate limit of 1 comment per three seconds, since no genuine commenting should ever go faster than that.

Does anyone think they have a good use case for commenting this fast? Commenting "e" three times in a row quickly is not a good use case.

I know some users use speech to text programs in order to comment faster. The way I see it though, even a speech to text program isn’t going to pump out comments that would trigger that rate limit without just making single letter comments.
