Butthole told an illegal immigrant who would like to be known as an "Undocumented Citizen" days before the election in 2016 that nobody was going to come to their house and arrest them if they went and voted. This amongst other things were said and at no point did he tell her she couldn't vote he only assured her that she and her family wouldn't get caught. He did everything to instill belief in their ability to vote and not once uttered the words illegals cant vote. So given the interviewer and her leading question it is clear what he told millions of people to do.
