He definitely had some screw ups and lacks as a leader, but he did some things right and contradicted some of the guidance he was given in the beginning. Cuomo as well as other leaders screwed up big time as well. Newsome in California did the same thing in the prisons. What if there had been no protests would there have been less cases. I think it’s pretty much accepted now that the protesting helped spread it. Last I checked Trump didn’t choke out George Floyd.
