No, if he picks a minority over a better qualified person, just because of color, he's racist. Imagine if Trump said the reverse. He should have not bowed down to identity politics hustlers and just picked the best candidate, which are none of the possibilities I've heard. Rice is certainly smart but her past is pretty corrupt.
