Take the Articles of Confederation (1777-1787) for example: the government was intentionally made to be weak, and leave people unchecked. Shay's rebellion happened during those years, and the Articles couldn't efficiently put it down.
After that, the Constitutional Convention (1787) developed a way for the government to be made stronger, but still preserve individual freedoms, such as the ones listed in the bill of rights. A rebellion similar to Shay's rebellion called the whiskey rebellion soon broke out, but the government was strong enough to put it down this time.
This proves the first point made in this meme.
As for the second point: the Constitution was not written with political parties in mind. In fact, George Washington himself in his farewell adress said that political parties would only bring political disunion and corruption. This has been the case with government for most of American history, starting with patronage implemented by John Adams, continued by Andrew Jackson's Spoils System, and immortalized by Ulysses Grant's rebirth of the spoils system.
In short: until people think for themselves instead of following major political parties, the government will remain comprised of unchecked politicians.
