Ok bobbart, we've had scores of legislative measures to end racism and apparently none of them have worked because all of us are still racist. More legislation isn't the answer. Fact is we aren't all racist, haven't been for quite a while.

Civil Rights legislation made blacks equal under the law. What made them unequal before that? Laws. | Civil rights legislation was a government solution! All civil rights legislation did was undo government policies of discrimination. | image tagged in memes, drake hotline bling, civil rights, equality, inequality, racism | made w/ Imgflip meme maker
All civil rights legislation did was get the state out of the way by undoing Jim Crow and an entire edifice of state-sanctioned discrimination.

It made blacks equal in theory under the law but did not take any steps to redress the ill effects of 100 years of Jim Crow and ~250 years of slavery before that.

The past 60-odd years of stalled progress for blacks have shown that the invisible hand of the free market is not up to the task of delivering equality.

We need the state to affirmatively correct the wrongs it inflicted on blacks over a period of centuries.

How's this affirmation, I ain't prejudiced, I treat everyone fairly, entiendo amigo? I don't see why anyone has to assume responsibility for racism of hundreds of years ago. Do I get credit for my great great grandfather deserting the Confederate Army and joining the Union and getting a leg blown off fighting against the slavery he deplored? AM i entitled to reparations for the farm he lost because he couldn't farm when he got out of the army and the decades of financial hardship my family endured after that? Didn't think so, I didn't chose to be born white any more than someone chooses to be born black, so why are whites the ones to blame? Why do many black families prosper along side their multiple race neighbors while others are stuck in criminal pursuits? White and black.

Great great grandfather was conscripted (drafted) in the Confederate Army against his will.

You forgot to mention all of the black and minority government programs to help them out. I consider that all the reparations needed to make up for slavery, unequal treatment, and the 80s CIA push to get blacks into the rap culture to use as drug mules.

You realize that the first man to die for the United States in the Revolution was black, right? A free black. And you do realize that the first lawsuit in Virginia that allowed and indentured servant to become a permanent slave was filed by a black slave owner. Right? History is so hard, because there is so much of it.
