Looks like an outdoor cafe with multiple chairs and tables. There's someone sitting in the chair to her right, plus the photographer. (Unless the photographer was you with a telephoto lens, jk?) Maybe we can zoom into the reflection of her sunglasses to see her surroundings.
Anyway, shouldn't a meme discussing the "preferred" logic of wearing masks in a pandemic show people wearing masks as an example of that logic? No? Do as Kylie says and not as Kylie does? Ok. :)

In reality this photo was certainly taken before Covid.

But if it’s true that Kylie is outdoors, as the reflection in her sunglasses appears to confirm (good ventilation) and enjoying teatime with one friend and a photographer (limited company), then that is one of the safer activities available.

Risk of transmission outdoors is significantly lower, and I do think restaurants that practice good social distancing (esp. with outdoor seating) should get to stay open, because who knows how long this pandemic will last and without anything at all to do, we will all go stir crazy.

But yes, touching her face so smugly is completely unjustifiable in under these circumstances!
