Joe had two brain surgeries in the 80s. They literally took his skull off to work on him. I'm not sure why this guy is running, but he definitely has lost his cognitive ability. All you have to do is look at him speak in the 90s, 00s, 10s, and now and you will see the obvious decline. It's really bad now.
