When I first saw this I thought it had to be made up...but no, it's real. I was going to say it's unbelievable, but in the world we live in, it is sadly not surprising.

It's a medical condition, i looked up Lincoln County guidelines and medical conditions are exempt. So just wear your cute little my little pony outfit and look at them funny and they will let you go free ;)
I had the same thought. It's a good thing a Republican wasn't behind this. Then it would suddenly be a nefarious plot to spread the disease around among non-whites!
