They are using the term defund incorrectly and doing a terrible job of conveying the proper message. What they want to do is restructure the police (possibly require additional training for police) and build cooperative partnerships with social services and such. But that would actually require more funds, not less. It would also require new guidelines and procedures for communication, and require the public to know to appropriate department to contact. It's not necessarily unworkable (and might have good results), but it would definitely take more time than most voter's or media's attention span to complete. So it's unlikely that the will actually exist to complete the process.
