There already kinda is that option. It's called deleting the meme and remaking and submitting it.

Agree this works, but it takes a few extra steps and can cause submission limit-per-day problems.

Note for those who have this issue on a stream that you yourself Mod: You can achieve this by flagging your own meme and disapproving it.
