The District Court for the part of Mass. where Mary Jo Kopechne died, could have charged him with Manslaughter or Murder, but did not. The Superior Court's Inquest, prompted by political calls for action, also did not charge him with Murder. A Special Grand Jury Investigation, years later, did not charge him with Manslaughter or Murder. Nor did a inquest held by the Motor Vehicle Department led to a six month suspension of his Drivers License. Without any question his unsafe driving let to the car crash that caused Ms. Kopechne's death. He left the scene of the crime and did not call for emergency help. But, under the law, he is not a murderer. He lost a race for the Democratic nomination for president to a very unpopular Jimmy Carter, who was seen as weak after a botched attempt to rescue hostages from Iran. So, he was popular with a minority of Democrats, but not "Loved by Dems." What he has to do with the current racist who is now serving and stirring things up, is unclear to me.
