It would be better if we don't make quotas and just investigate reports of racism. That way we don't force people to allow unqualified people into positions they don't deserve.
If you want to improve the system start with having the CIA defund rap and hip hop drug influences and make low income housing like regular housing and mix it into regular neighborhoods.
Like I said before if I see a black person in a nice dress suit, I'll go right up to them and shake their hand and do business.
If I see the same person in a hoodie with a bulge in their pocket that can be a gun or a sack of drugs I'm going to avoid them like the plague.
I'd do this to anyone of any race.
If you can get the black culture cleaned up, then they would succeed. As it is, most black people think the only way they can succeed is by selling crack on the corner or getting on welfare.
