I looked into it and apparently it's a myth.
However, I did find out that in Michigan it's illegal to sell a car on Saturday in a county with a population of over 130,000. The article was from 2016 so it may have changed since then.
Honestly though, I wouldn't have been that surprised if the hair thing was real considering how many laws there are.

It might have been a law like a really long time ago. There was some unfair bs happening in earlier decades and centuries
