It's pretty simple. The Nazis forced Jews to sew yellow stars on their clothes so they could be identified, and distinguished as less than non-jewish people. They forced the people with yellow stars to live in certain neighborhoods, excluded them from public places, etc. The Government wants us to carry "we arent sick cards" so they can "easily identify who is safe". And if you're not safe, then your kept in your home, and you can't work.
