Yep — he slapped his John Hancock on it, as Presidents are wont to do, but he had nothing to do with the CARES Act drafting or negotiation process.

And the bill had such overwhelming bipartisan support in the end it could have overridden a Presidential veto.

The best that can be said is Trump did not get in the way.
