Well as a resident of Virginia I can tell you it's hurt a lot of business and it's partially based on pseudo-science, (for example, no conclusive evidence to suggest that state approved vaping substances is dangerous, only illegal street merchandise).
Virginia is a sovereign state but it's still not their right, or anyone else's, to tell us what kind of legal habits we can have as adults. It's almost as bad as probation.
Only in a blue state like Virginia can you get married, murder a preborn, have a family, have credit, drive a 2 ton missile on wheels, vote, and go to war under 21, oh, but you can't decide rather or not you want to smoke or vape until you're 21. ...Oh and you can't own guns either.
