If they want someone to do a better job they should probably consider paying better wages.

That isn't what the sign is asking for though.

If they had hired people who didn't "actually work", then the people they hired were not putting in minimum effort.

If the sign said, "now hiring people who put in maximum effort" you would have a case. I agree that they should probably pay their workers more than the minimum wage. I'm just thinking you're being overly critical of the response that some people just go to work, socialize, take several breaks or go out back to smoke, play on their phones instead of "actually" doing their work.

Hey, welcome to the free market economy. If you're not able to attracted quality employees with your current benefits packets, you need to reconsider what you're offering.

That I can agree with.

It says they want to HIRE people "that actually work" implying they either currently employ or have employed people in the past that do not work (at least to the employers standards.) Assuming they pay these people an amount of money to do a job....and these people apparently don't do it the way the employer wants.

So- if they want to hire people that "work" better than they have seen these past/current employees....they may want to consider paying MORE money to get the results they desire.
