Check your history. Bill Clinton was president. My wife was an RN at a nursing home when restraints were outlawed. Over the course of a year they had over two dozen falls with serious injuries requiring hospitalization, not counting the falls that involved bruises and sprains. They had to remove side rails from all beds and had no way to protect their patients. Friends who were mental health professionals saw the facilities where they worked closed, when Bill Clinton was president. The legislation was passed when Democrats controlled Congress, and Bill Clinton was president.

The Omnibus Budget Reconciliation Act (OBRA) is the statute that repealed President Carter’s Mental Health Systems Act which was supposed to continue federal funding for mental health programs. Reagan gave the appearance of making a consequentialist ethical decision because he presented his repeal of OBRA as an action that would best serve American society and do more good than harm as a result. The OBRA gave mental patients a choice to seek treatment outside of a mental institution, an option to seek treatment at clinics at the state level, and the freedom to administer their own medication (PSY533, 2017) (Pan, 2013). However, Reagan was hasty in taking unsound advice to repeal OBRA because his real motive was to cut the federal budget (Roberts, 2013). He was a leader who “never exhibited any interest in the need for research or better treatment for serious mental illness” (Torrey, 2017).

No legislation passes without going through Congress. Democrats were the majority in the House through Reagan's term. You cannot legitimately place this solely on Reagan.

Again, spoke to two situations, wife worked at nursing home, about a dozen friends worked at 5 different mental health organizations in our region. Both were impacted by the legislation. When this happened it was the dominant topic of discussion at every social gathering. There was a lot of anguish when dedicated people could no longer do their jobs, watching with no tools to help as people who were doing well spiraled out of control. A lot had to do with the ability to restrict people enough to assure they got effective meds on time- and more critically the counseling that dramatically improves the effectiveness of most mental health medications.

I was talking about you. Me, I have this radical idea that if we pool our resources together, we could actually build places where the mentally ill would WANT to be treated. Like, consensually.

The people I mentioned worked in already built facilities where the patients were treated with dignity, kindness and genuine affection. And they are torn up when they see people they were helping out on the streets missing their meds and therapy. This was just another social experiment gone wrong by people with good intentions but no connection to reality. Like minappleis says below- nobody in power wants to do anything about it but blame the other party. This is one of the many casualties of politicizing everything. They have more to gain by keeping the crisis alive than in correcting it at the high price of many human lives.
If we could go back to agreeing on the problems and debating the solutions and taking action instead of self interest. I guess, what should we expect when we elect lawyers, whose professional training is to argue and pick fights. Like him or not, Trump was only successful in business from completing projects, not debating them endlessly. He is heavily criticized for actually getting things done. Why isn't every liberal in the US dancing in the streets over minority employment at record levels and minority poverty declining? Why aren't they thrilled when he gets serious prison reform passed. I saw so many comments about the commercial where the first lady released in the program was grateful for Trump, Kanye and others correcting her life sentence where they said (their word not mine) One n!gg&r doesn't mean anything. Sick. If everyone united to solve things, Trump is a more than adequate administrator to guide the progress.

He was only successful in business because he stiffed his contractors, profited from the bankruptcy system, and took bailouts from middle eastern princes. You cannot tell me honestly that he has the track record of sustaining subsidized healthcare even if he were interested in doing so - which, he has made clear, he isn't.

We DO NOT criticize him for getting things done. That is a fantasy on your team's part. We criticize him because he doesn't have the know-how to do ANYTHING you're describing.

God! Will myths never die in an educated nation? Sarah Palin was accused of seeing Russia from her front porch based on a Saturday Night Live skit. I worked for a contractor who did projects for Trump and never experienced any such shit. He was the most decent wealthy client I ever had to deal with as a superintendent. Try Tom Cruise if you want a hilarious experience. Security had to check his padlocked porta-john after they unlocked it to make sure it was safe for Maverick. Trump on the other hand was ALWAYS respectful to everyone whether they pushed a broom or ran the operation. If his corporation swirled the toilet, he went through bankruptcy like millions of people. That's a risk everyone assumes when you enter a speculative business venture. But he honed his skills and where possible he made the situation right when he could. WTF don't you criticize him for? Show me one thing you've posted praising anything he's done right. Prick.
