I just spent like a good hour and a half searching though templates under “nude” “naked” and “porn” and reported each one under request removal

Do you have the link to the template? All templates with full nudity are definitely in violation of Imgflip TOS. Currently, the Request Image Removal feature is the best way to get rid of offending images as those go straight to Dylan and he acts quickly on them.
