Wrong. Look up Murdock v. Pennsylvania, 319 U.S. 105 (1943). “The state cannot and does not have the power to license, nor tax, a Right guaranteed to the people,” and “No state shall convert a liberty into a license, and charge a fee therefore.”

So, “Shall Not Be Infringed” means exactly that. It is unconstitutional to require us to buy a license from the state To buy or carry a handgun or pay for a background check. We only tolerate it in the name of public safety.

Also, our Constitution trumps any law. So “Shall Not Be Infringed” is the guideline for any law regarding private gun ownership.
