This is the same thing Trump did, only he did not estort a foreign government in the process. We had to turn away Veterans who came to us for care, because we did not have staff to treat them. I know, because I had to explain to low priority Vets why this was happening. But, Reagan was popular and was not being impeached. And, neither Reagan nor Obama is President now. If anything either of them did rose to the level of smelling impeachable, you can bet they would have had their days in court.
