I respect that point of view, even though I am quite certain that is not the unanimous perspective of all of Iran.
That said, I think the meme still applies. The Japanese are hyper-competent, but look at Fukushima Daiichi. That thing could still kill us all. I am not convinced that the Iran counterstrike was an example of incompetence, but if it is any form of nuclear tech is a threat to everyone.
It seems more likely that the counterstrike was a deliberate miss, which in my opinion was sensible. Either way, I'd prefer a different solution.
