Maybe...maybe not. Sure there is supposed to a balance of power, the whole checks and balances thing, but if the president has to ask permission for every use of the military and wait while it is publicly debated, what's the point? Might as well call him the Asker-in-Chief instead of Commander in Chief. He shouldn't have free reign, but he shouldn't have to beg either.
