A Constitution is by definition a document with by-laws and governing authority by which its leaders are governed and/or restrained granting rights to the citizens. The former USSR had no such document when Stalin was the ruler.
In 1936 they adopted a document they were calling the constitution, but it wasn't a constitution as we know it here in the US with any kind of authority to limit the power of its rulers or guarantee rights to its citizens. Stalin was a dictator and had absolute power and authority when he ruled the Soviet Union.
Their so-called " Constitution " adopted in 1936 was a joke. The Russian people had no authority or sovereignty as our Constitution grants us. All of it belonged to Stalin. Stalin only drew it up to give his people the impression they were living in a free, democratic society. They found out the very next day how untrue that was.
It was adopted the night before Stalin Slaughtered approximately 800,000 people. The rights their so-called " Constitution " promised were immediately trampled the very next day after it was passed.
Stalin was a prime example of the famous, Lord Acton quote on display.
"Power corrupts, and absolute power corrupts absolutely"
