A decade begins in 01, not in year 10. Year "0" doesn't count as the first year in our current system. Or think of it like this: When you count to 10, what year do you start with? You count 1-10, not 0-9.

Except in terms of duration, the increment occurs at the completion of the time period. If you had a box of years, you would count them 1-10. When you count years as a matter of duration, Year 1 actually signifies the completion of Year 0.
