As for me, I see nothing in that exchange you cited that carries a whiff of illegality. It sounds like standard diplomatic banter. Obama wasn't asking Medvedev for election-related assistance or to open an investigation into Trump's children (even though Trump by this point was already starting in on his birther nonsense, I believe)
