God had to lay down some rules regarding the treatment of servants because some people already had servants under them. Depending on which bible translation you're reading, "slave" and "servant" seem to be interchangeable and is closer to meaning "indentured servant".
As far as genocide, from what I've learned, the people that God ordered wiped out were genetic hybrids of fallen angels and human women (giants). The times He also order the animals wiped out as well was for the same reason (angel/animal hybrids or chimeras) They were occupying the land that God promised to Abraham's descendants (Abraham's gene pool hadn't been corrupted by angel DNA and was still pure human) and God knew that the human gene pool would be corrupted completely (which would prevent the birth of Jesus through the line of David) if the hybrids were not eliminated.

Deuteronomy 26:12 "When you have finished laying aside a tenth of all of your produce in the third year, the year of the tithe, you are to give it to the Levite, the foreigner, the fatherless, and the widow, that they may eat and be filled within your gates."
So, the tithing is supposed to be done every third year and given to those without an inheritance.

No one is forcing him to do anything. I don't know where he's even getting this idea.
I don't have the income to donate money. I donate clothing and household items directly to the charities that will take them.

The Levites were the priests and because they didn't have an inheritance of land, they got a share of the tithe so that they could eat. It was compensation for running the temple. But, some of it was supposed to go to the poor, and the priests became corrupt over time and kept all of the tithe.

By poor I meant widows, orphans, etc. I was too lazy to type it all out again.
