I think it would be considered backpedaling (assuming the info in the meme is accurate... always a big ASSumption!) if this person didn't offer up a "right type of format to handle these matters."
NOT doing something is sometimes the same as doing something else. So, a claim that's not substantiated is the same as backpedaling, since not substantiating it is the same as not being able/willing to support your own statement. An implied backpedaling, so to speak. Just spit-balling here...
