They flooded the country with low-IQ people who can't earn as much as high-IQ people, then promised lots of handouts from the pockets of Americans. Democrats found out after Republicans freed the slaves and passed civil rights, that they couldn't exploit blacks as slave property anymore, so they started exploiting them for votes.

This started with FDR's new deal, which gave money to blacks. Look at the Demographic of blacks through history and when they overwhelmingly started voting for Democrats and you'll see the evidence for this.
