Good attitude, but the state bureaucrats are idiots. The state owns a lot of high-altitude ground, it costs them nothing, and it benefits everybody to have a resilient infrastructure. When their bunk arguments run against an all upside and no downside support to the citizens, it's a good reason to get suspicious.
