As a conservative, I have less of a problem with this than you might think. Is it overbearing and poorly thought out? I think so. It also isn't my county. Maybe Sacramento county has a big problem with cars on blocks. Maybe they're just overly anal retentive. But the more local the government is, the more power they should have to decide this kind of thing. If my county tried this they would be crucified. If they tried to make this federal, I would be unholy pissed. But why should I tell Sacramento that they should live the way I want to? Wouldn't that make me just as bad? While I think it is bad policy, politically I have no issue with it
Our government was set up on the idea that anything that can be handled in the family should. If it can't it goes to local authorities. If they can't deal, it goes to the state, then the federal level. We have lost that impulse in favor of just sending every whim we have to the feds.
