As I understand it if somebody uploads a custom image it won't have a recaption option unless they created a template out of it. Also if somebody doesn't tag an image I suppose it will have no tags.
If there is one like that you want try asking the person who made the meme for a clean copy of the image, or do an image search and you may be able to find it yourself.
